Ingleby Co plans to extend its factory. A residents' group living next to the site strongly opposes the plan. Until now the group could only write letters, which Ingleby Co's managers noted but did not act on.

The planning authority has now ruled that, if the residents' group formally objects at next month's hearing, permission for the extension will be refused.

Using Mendelow's matrix, how should Ingleby Co now treat the residents' group? (2 marks)
