An open meeting

A hall contains a raised platform with five identical empty chairs and microphones. A banner above it reads YOUR VOICE, OUR FUTURE. A queue of residents stands below the platform. Each has a speech bubble, but the bubbles are being funnelled through a large machine labelled CONSULTATION. From the machine emerges a narrow paper strip carrying five identical ticks.
